1992 prison made tool bag

Vintage black, textured-finish tool briefcase with brown plastic handle and front strap closure. It is made of sturdy artificial material.
The paper product tag that still says LSSR - Latvian socialist republic, and year 1992, but Latvia gained independence from already crumbling ussr in August 1991 - so I presume that for the lack of new tags and stamps they still continued using old ussr ones. Tag also specifies that manufacturer is penal institution OC-78, part of the MVD/correctional labor enterprise system in the Latvian SSR. Basically, these bags were made in Škirotava prison.
It has rust on some of the metal parts and black color is a bit distressed but overall it is in unseful condition. It smells like a technical old case.
